Unlocking characters
Tears of Metal has 6 heroes in its files, and only 3 of them can be reached in the current build. The character select screen shows all 6, which is where the confusion starts. Here is which is which, what each one costs you, and the evidence behind the call.
Playable from the start1
Available the moment you start. Nothing to unlock, nothing to pay.
Unlocked through play2
Not there at first, but reachable — these are unlocked by playing, and each one gets a full house in the village with its own upgrade tree once you have them.

Brienne Ironleg
A sturdy warrior who excels at quick attacks, quick steps and flurries.

Ruadh Stonecrusher
A warrior with a strong constitution who can absorb many hits. Slow to strike but brutal in force.

Not in the current build3
Present in the game files and visible on the character select screen, but not obtainable in Early Access. No amount of progress opens them; the game's own text says so outright. Their entries exist because the data ships complete, not because the character is finished.
Spear Warrior
Hailing from a country far away, this hero is adept at moving from enemy to enemy with great technique.

How we can tell
The call does not rest on judgement. The game keeps a line of text for each hero that the character select screen shows while they are locked. For two of them it reads “progress through the game to unlock this hero”. For three others it reads, in full, “Unavailable” — a different string, written for a different situation. That is the game telling you these are not obtainable, not that you have not found them yet.
A second, unrelated source agrees. Every hero has a shop in the village holding their upgrades, weapons and gear. The three reachable heroes carry 44 / 43 / 43 entries each. The three marked unavailable carry 1 / 4 / 1. A character you are meant to play does not ship with one item and no upgrade tree — the shops were never built because the characters are not in this build.

Base stats for all 6, including the ones you cannot reach yet. Only stats that actually differ are listed — every hero has the same dodge pool, so a row for it would say nothing. The highest and lowest figure in each row is marked.

Nothing in the game puts these side by side, and the spreads are large: block stamina runs from 5 to 50, and the parry window from 0.066s to 0.15s. Picking a hero is picking a difficulty, and the character select screen never says so.
