The stagger gauge holds 2.75 and each point of damage adds 0.0003, so it takes 9167 accumulated damage to fill — against 15000 total health. Stop hitting for 5 seconds and the gauge starts draining at 0.25 per second, emptying in another 11 seconds.

Vulnerable state lasts 3 seconds.
